News Room : HRCSL Raises Alarm Over Rising Police Rights Violations

The Human Rights Commission of Sri Lanka (HRCSL) has reported a surge in complaints against police officers, highlighting allegations of torture, arbitrary arrests and detention, harassment, and inaction regarding public complaints.

During a recent discussion on critical human rights concerns, the HRCSL expressed deep concern over the increasing number of cases and underscored the need for urgent reforms. The commission acknowledged ongoing efforts under the new police administration but stressed the importance of ensuring accountability.

Among the key concerns raised was the low rate of prosecution and convictions of law enforcement officers accused of torture and enforced disappearances. The commission also discussed the role of the Special Investigation Unit in handling such cases. Additionally, the HRCSL emphasised the need to safeguard human rights defenders, including their right to engage in advocacy and stage peaceful protests against government policies.

Concerns were also raised regarding the lack of female police officers and Tamil-speaking officers in specific regions, with Sri Lanka Police assuring that upcoming recruitment efforts would address these gaps. The commission further highlighted the need for improved training for officers, particularly those handling cases related to women, children, online gender-based violence, and LGBTQI issues.

Acting Inspector General of Police Priyantha Weerasooriya stated that Sri Lanka Police has initiated proceedings under the Torture Act of 1994 in response to allegations of torture. He also agreed to issue advisory notes on preventing custodial deaths, protecting human rights defenders, and ensuring transgender rights. Additionally, the Acting IGP assured that officers would receive awareness training on the HRCSL Act, particularly regarding provisions that protect commission officials from legal action.
